Building Long-Term Affordability for Residents

The 6.3 acres at 350 Chappell Road is paving the way for equitable development that prioritizes residential affordability.

Delivering More Affordable Housing

This site, a collaboration between the Atlanta Beltline, City of Refuge, and TBG Residential, aims to develop new affordable multifamily homes in Grove Park and Historic Westin Heights near the future Westside Trail – Segment 4. It is part of a broader vision for affordable living, adjacent to the Beltline's largest land acquisition at 425 Chappell Road NW, which is being master-planned for affordable housing and commercial space.

Project Status

In June 2023, Atlanta Beltline, Inc., in collaboration with the nonprofit City of Refuge, purchased the site. ABI is working with TBG to develop it for affordable housing, with support from Atlanta Housing’s Co-Investment Fund. Additional funding will be sought in Fall 2024.

Another major milestone was reached in February of 2025 after the Beltline laid the groundwork for the 350 Chappell Road project. Georgia Department of Community Affairs awarded the Low Income Housing Tax Credits (LIHTC) to the project. This crucial funding has greenlit the project, which likely will break ground in 2026 and is planned to have 218 apartment units, all affordable, at 30-80% AMI.

The project also is funded by $2 million from the Beltline TAD Increment Fund managed by Invest Atlanta, Tax Exempt Bonds from Invest Atlanta, Synovus Bank (Federal Housing Credit Equity), TBG 350 Chappell Road Investments, LLC. (State Housing Credit Equity), Regions Bank – Fannie Mae MTEB (Mortgage).

Project Timeline

  • April 2023: The start of Chappell Road Property Public Meetings.

  • June 2023: 350 Chappell Road Development Site Purchased

  • February 2025: Awarded the Low-Income Housing Tax Credits by the Georgia Department of Community Affairs
